Emirates Identity Authority (EIA) announced the signing of a Memorandum of Understanding (MoU) with Network International, a leading payment solutions provider in the UAE, with the objective to provide comprehensive support for the UAE Government’s initiative to move to Smart Government. The MoU also envisages enhancing mutual effort and cooperation between the public and private sectors to serve the information and digital society in the UAE.

The signing of this memorandum comes as part of Emirates Identity Authority’s focus on contributing towards facilitating the provision of government services and information, to support decision-making and strategic planning in various vital sectors of the country according to accurate statistical data.

According to the terms of the MoU signed by H.E. Dr. Ali Mohamed Al-Khouri, Director General of Emirates Identity Authority, and Bhairav Trivedi, Chief Executive Officer, Network International, at the headquarters of the EIA in Abu Dhabi, the two parties will cooperate and benefit from each other’s systems, techniques and expertise. This will contribute to building the resources with regard to card payment systems, and enhance the possibilities of gaining expertise from the Emirates ID programme on a regional and international level. The MoU also supports the joint organization of international conferences, seminars and meetings between experts, to build the capability towards moving ahead with a continuing agenda for development.

The MoU also stated the need to enhance the cooperation between EIA and Network International as the provider of electronic payment solutions and card processing in the Middle East, to support the initiatives and programmes that each party provides. Additionally, the agreement supports the exchange of information and studies relevant to the expertise of both parties, and enables participation in related events. It also enhances the strategic cooperation between the two partners on a non-exclusive basis, for the mutual benefit of both. This will assist in enhancing the services offered to clients by both partners, to new levels of excellence, through the provision of swift, safe and effective solutions.

EIA emphasised that it is focusing on supporting the implementation of the readiness of the government infrastructure, to achieve the transformation to Smart Government. This will lead to spreading the culture of a digital society throughout the country to provide the best e-services to clients, and enable the use of the various aspects of the Smart Identity card, in a way to meet the aspiration of our esteemed leaders.

EIA said that the signing of this MoU is the result of a combined effort on the part of both the government and private sectors in the UAE. The unified vision will further assist in serving the interests of the country, through the development of tools and means necessary to implement the federal Smart Government plans. It will also enhance performance through the provision of world-class value-added services and enable the creation of a knowledge economy in line with the goals of UAE Vision 2021.

Dr. Al-Khouri added that the agreement between the two organisations is a continuation of EIA’s efforts to strengthen cooperation with various governmental and non- governmental organizations. Such cooperation will enable EIA to achieve its goal of building a service-oriented firm focused on achieving objectives and better service to customers, in accordance with international best practices. It will also enable EIA to encourage the transition at the state level to a knowledge-based digital community.

On his part, Bhairav Trivedi, Chief Executive Officer, Network International, said that his company looks forward to offering credible solutions and services to both end users and electronic service providers. He emphasized that the signing of this MoU with EIA constitutes an important pillar in the efforts of both organizations towards the support of economic development in the UAE, particularly given that technology plays a crucial role in both public and private sector organisations, as they aim to offer enhanced services to the public in a speedier, more intelligent and efficient manner, in the Smart government space.

According to the terms of the MOU, both parties are committed to pursuing a mutual cooperation strategy and consulting with each other periodically, to maximise the use of the digital identity applications. Such usage could be in the areas of guaranteeing the identity of the beneficiaries of Smart Government services, and the authenticity of the identity card, to ensure the highest security and protection levels for transactions over the internet. This will further lead to minimizing incidence of identity theft crimes, in addition to relying on the ID number as a key reference in the provision of electronic services.
